Hainan Province’s “15th Five-Year” Service Industry Development Plan: Building Wenchang International Aerospace City’s Sci-Tech Innovation Public Platform, International Rocket-Satellite Collaborative R&D Center, and International Satellite Advanced Manufacturing Center

Bot Telegraph, July 26 – The General Office of the Hainan Provincial People’s Government recently issued the “Hainan Province ’15th Five-Year’ Service Industry Development Plan.” The plan proposes to establish 16 types of specialized service platforms, including gene sequencing, molecular testing, and variety testing, centered around the Yazhou Bay Science and Technology City. This aims to create a “one-stop” service system for R&D outsourcing, inspection and testing, and technology transfer. Efforts will be made to advance the industrialization of technologies such as underwater robots, deep-sea sensors, and offshore operational platforms, establishing a National Marine Equipment Manufacturing Innovation Center. The plan also includes building the Wenchang International Aerospace City’s science and technology innovation public platform, the International Rocket-Satellite Collaborative R&D Center, and the International Satellite Advanced Manufacturing Center. It supports the application and transformation of key technologies such as green propellants, rocket launch and recovery, and integrated low-orbit communication satellite constellations, aiming to improve an integrated commercial aerospace industry system encompassing “launch + service + manufacturing + application.” Additionally, a contract research and contract manufacturing service platform for biomedicine will be established in Haikou’s “Pharma Valley,” constructing a technology service system covering the entire chain of new drug development.
